To answer your inquiry: I choose a render (which is the focal point of your tag/signature banner) and choose a pixel by pixel dimension that I would like work with. Standard sizes that I usually work with are 400 x 150 and 500 x 250. After that, I spend some time thinking about the fundamental aspects of the render I chose (color scheme, direction of lighting, mood + tone, etc.) and what types of images, filters, brushes, C4Ds, fractals, etc. that would further help to emphasize the parts of the render that I want the viewer to immediately notice.
There is a fundamental principle to keep in mind when you attempt at creating your own tags: work with the existing elements presented in your render by choosing adjustments/images/brushes/filters that emphasize these qualities. For example, if the Terrakion render I chose had a light source located on the upper left, I would use that as a starting point for singling out images that I could use to start building effects that took advantage of that particular light setting.
During the initial stages of my attempts at creating tags, I would go to deviantART and search for several detailed walkthroughs of other people's tags. I would spend some time studying their choice of effects and I would think of a way to apply it to my own tags. Sometimes, I follow through with the steps offered in the tutorials just to get a hands-on experience of a particular type of effect.
