Hey man, I've tested this deck out myself a bit too.
Instead of playing 4-3-2 Seismitoad, try 3-1-3 and 2 or 3 Rare Candies. Rare Candy is an item card that lets you skip Stage 1, so you can put a Seismitoad straight onto a Tympole without needing Palpitoad at all.
The Deoxys-EX isn't too necessary, it only provides an extra 10 damage and if it gets Catcher'd you could be looking at giving away 2 prizes.
Glaceon is a good idea, but I think your Eeveelutions are too big in numbers. Perhaps reduce to 2 Eevee and 2 Glaceon, and 0 Leafeon? Maybe if you like, have an Umbreon or two as well to bulk up your toads? You aim to have more than one Seismitoad out at all times, so you won't need a backup attacker. This also frees up more space for Trainers.

You want to be playing 4 N, and 4 Professor Juniper. They're absolute staple cards for every deck. A few Skyla would be great too, whereas Ghetsis, Shadow Triad and Team Plasma Grunt are all far less necessary. You could also use some spare room to fit in a few Pokémon Catchers if you have them (this particular deck probably won't need 4, so 2 or 3 would do). Your Team Plasma Ball count is good, you might want 1 or 2 Level Balls or Ultra Balls as well, to get out more Mr. Mime, Tympole, Eevee or Glaceon.

Your 19 energy is super high! I'd recommend 4 Double Colourless Energy, and 7 Water Energy. If you want to play Plasma Energy, you might as well play Colress Machine, too.

Have you considered Kyurem NV as an alternate attacker to Seismitoad? It requires 2 more Energy (since Toad uses DCE), but it has the added benefits of not needing Mr Mime and evolving/Rare Candy to set up.

Kyurem PF is also of note, it's a Plasma so it's safe from Frozen City, and for 2 Energy it hits an Active and one Benched Pokemon for 30.

Not sure how useful they'd be though, but they're ideas. ^.^

Though the Eevees seem out of place in my opinion.
 
-2 Palpitoad (these can be replaced by Rare Candy to get you a T2 Seismatoad)
-1 Leafeon (Since Seismatoad is your main attacker 2 should be good.)
-1 Glaceon (you prob don't need 3 in the deck)
-2 Cheren (really under classed by Juniper/N)
-2 Team Plasma Grunt (Again, Out classed)
-1 Hypnotoxic laser (1-of cards wont do you very much good unless its an ACE SPEC)
-2 Ghestis (Not sure about this card it could become extreamly useful when Plasma Blast is releases, not sure)
-1 Colress ( again, 1-of cards not the best)
-3 shadow triad

+3 Rare Candy (Gets you a T2 Seismatoad)
+ 2 Seismitoad (you want the best chance to get him out ASAP as he's your main attacker)
+ 3 Deoxys EX (1 won't do a lot, 2,3,4 on the bench now your hitting hard)
+ 3 Professor Juniper (adds Consistency)
+ 2 N (same as above and can disrupt your opponent)
+4 Pokemon Catcher (If you can find space I would run 4 its a staple)

this should help with consistency and T2 setups with rare candy you can be doing 30-70 to your opponents field T2 which can put this on par for speed with other top tier decks. hope this helps.
