Technically, you can choose Tools to be discarded when Togekiss is Active, but then Bright Veil nullifies it. This is one of the few times when a card is allowed to be played for no effect (if valid targets exist).

Another way of saying it is, you can play Tool Scrapper, but the card will not have an effect when Togekiss is Active.
