After taking a year out of the game I'm considering returning. If someone could give me some help with some questions it would be great.

1. What are the top decks at the moment?

2. Has there been any rule changes recently?

3. What would be a cheap and competitive deck to re-start with?

1) Current popular decks are EelZone, a deck using Eelektrik as energy acceleration for Magnezone, so Magnezone can do a lot of damage.

Chandelure Vileplume is also a popular deck, using Chandelure to spread damage, Dodrio to let Chandelure spread damage twice, and Vileplume to lock the opponent from trainers.

2) Rare Candy cannot be used on your first turn, and the Pokémon has to be in play the turn before using it.

3) Durant is relatively cheap, with the main Pokémon in the deck costing 25 cents.
 
Probably the biggest rule change is that Trainers can now be played on the first turn of the game.

Rare Candy
Switch
Junk Arm
Pokemon Catcher
PlusPower

(The latter three are in most decks).

I wouldn't count on running Chandyplume. First off, the deck can be really expensive when it comes to Promo Litwicks and Tropical Beach (staples for the deck; Tropical Beaches range in price from 80 to 100 bucks), and with EXs coming out next format, Chandyplume will be less playable.

I would go with the advice Glaceon and Futachimaru gave, and go with a deck that is cheap yet competitive. EelZone isn't a bad place to start if you don't feel like spending too much money.
 
Chandyplume is also more complex to run and usually simpler decks are better when returning just to get the feel of the game.
