If I remember from poking through the POP rules docs, the Hosting region's current Modified-Format sets are legal for worlds, which is always the North American region unless they take Worlds out of Hawaii. That would take the set ahead for Japan out.
IMO, there's gonna be a bigger rotation than people think. I really think that they'll drop us to Platinum-on after the second HGSS set is released. The format's pretty stale right now, and the large number of cards available is part of that.
I agree, I believe the rotation will be PT-on as well...but as for the format being stale...where did you get that from?...there are more decks in the meta right now, than I've seen in many a TCG format...a stale format would mean, that it's pretty much the same deck being played all over...this isn't the GG era anymore, and while we still may see GG make a comeback, it still won't be nearly as widely played as it was before...and even if you still consider the format to be stale, it isn't the large number of cards available to blame for that, it's the players' lack of creativity and originality, and dependence upon net-decks that causes that

the rotation will be only when a new set includes a reprint Ros Res or a similar supporter card that searches for basics.
(we got PETM reprint rotation is going to be soon ;D )
also
i think it will be MD on or GE (depends if they want to leave claydol or not)
otherwise we wont have rotation this year (and we will have nexts worlds to rotate the lvl x sets. )
while I do agree it will be a set rotation or none at all, I don't agree with the sets...POP doesn't really care about something like Rose's, it's been around for ages, and there can be another supporter to replace it...same with Claydol, both cards have been around long enough...Rose's is a card themed from the D/P/Pt generation, if that generation is not the focus of the set, then it's themed supporters will also go...take a look at Scott, for example, it would have been lovely to see that reprinted considering there is a Battle Frontier in the Pt video game, but Scott was only a character from the R/S/E generation and wasn't included in Pt's Battle Frontier
I highly doubt they will go through yet another year with no rotation...it has already been stated that there will be 13 sets to have been released by the time the next rotation comes, and right now, the leading speculation is that it will be a Pt-on format after Worlds...I would like to see POP adopt a new sanctioned format, being that unlimited isn't allowed to be run as a sanctioned format...perhaps a Dp-on format, then a Pt-on format...and rotate according during set rotations
