At Gamefreak: "Okay guise, we need to make a signature move for Victini! It has to be all powerful so all the little kids'll be like OMG VICTINI I LOV VICTINI. Ideas?" "Uh, maybe he could summon a huge volcanic eruption" "THAT SUCKS TRY HARDER" "Maybe shoot some super strong fire balls?" "LOLNOPE" "OH I KNOW. Lets make him fly around the field, and bash his head into objects which does massive damage somehow, even though he doesn't have wings! OH AND ALSO, lets make his defenses lower from the attack, y'know because he just got a concussion, and also his speed because he's tired of flying. Flying without wings takes up a lot of energy y'know." "Phil...that was GENIUS, now ideas for names!" "Well we could take the first letter of his name and put a dash, cuz them pokemon fans love dashes." "Uh-huh keep on going." "And then lets find a word that sounds cool enough to be in there, so we're creating a move, lets use create! V-Create!" "Yeah!"
