1. What is the purpose of this card? Does it bring anything special to the table?
I'm not too familiar with any of the decks that this card was a part of except for some of the more modern HG-SS on decks, so keep that in mind!
Twins is a brilliant card that is designed to give a deck the ability to search out any two cards when the opponent has taken more prizes during the match. It's simple really, but it allows for some interesting strategies to arise, especially when you take into consideration that
The Truth made second place at the 2011 World Championships with this card as one of it's flagships!
2. What kind of combos or decks would this card do well with?
Twins is specifically designed to make the best of being down in prizes. There is no reason to run Twins just for the sake of running it, unless you begin to notice that the beginning of the match usually ends up with your strategy stalling out for a more favorable setup. This mindset and strategy have evolved to the point where running Twins means that you are admitting to falling behind early on.
There is no reason for the majority of decks to run this card. Running it means that you are set on falling behind, since you could have other trainers and pokemon in it's place to help ensure your lead.
Six Corners,
CMT, and
ZekEels are examples of decks that want to begin taking prizes from the gate, they would be in a far worse position if they fell behind on purpose to take advantage of Twins when the entire point of their strategy is to stay ahead on the Prize train.
And so, we come to decks that make Twins shine. Decks like
The Truth and
ChandePlume, and
Durant rely on getting their Stage 2 pokemon set up, or in Durant's case, won't be taking any prizes in the first place. These decks take extra time to set up, compared to all of the powerful decks out there currently that make use of high HP, hard hitting basic EX pokemon.
Since these decks either don't do damage for the first few turns, or don't plan on doing damage at all, Twins is one of their greatest engines. Being able to search for any two cards in your deck allows you to adapt to almost any situation, making this one of the best Supporters in this format.
3. Final Thoughts
As explained above, you are admitting that you will be behind in prizes when making use of Twins. The three decks out there - Truth, ChandePlume, and Durant would not be able to function well without Twins. However, the majority of the decks being played in this format are hyper-aggressive, and they would not do well having an extra supporter to get two cards out of their deck when they are designed to not be behind.
Still, Twins is a powerful card in the right deck, and even though it doesn't see as much play in today's metagame, it's still a staple!
