It'll be tough to offer suggestions because no one has been able to playtest the new cards, but I feel like you should remove the three Rotom and add a fourth Piplup and Empoleon and a third Rare Candy to focus more on getting Empoleon out. Poison Barb and Weakness Policy are both very situational and only running one of each doesn't sound very effective so I'd cut them, as well as the Bodybuilding Dumbells. Only Glaceon takes advantage of those, otherwise it's a dead card. Here's a quick rough draft of how I'd build the deck based off your list:

Edit: I fixed my Oranguru error. I do think you should use Octillery if you have the space though. My list also forgot Rare Candy. I like the suggestions that Dewgong posted so I'd go with that.

List above Is pretty good starting point except take out pal pad and put in remoraid that he left out
 
I feel your list is greatly improved from OP. But it would appear you left out remoraid and rare candies.

+ 3 rare candy
+ 1 remoraid.

I meant to type Oranguru instead of Octillery! I do like Octillery more though. Definitely forgot the Rare Candy lol.

whoa no N or Sycamore come on and where Lele, for Empoleon to work relly well you at least need to first turn Brigette so you got your bench space full so you can do 100 damage. here a better list taking from yours:
