Pokepuff is amazing turn 1 if you are going first. There is a good chance that sometimes your opponent will open two pokemon, one being a shaymin or hoopa. So you can drag that down. Other options for it seem fairly limited. I mean how often do you find yourself sitting with basics in hand and space on the bench? I don't often. If it's something that evolves I want it on the bench for next turn to evolve, if it's something like Shaymin i will play it that turn after thinning my hand.
Maybe on turns where you have N'd them for five or six. Or if they have a big hand and have just taken two prizes. But i think overall pokepuff will see limited play. It's not a gamebreaking card, and deck space is so tight atm why take pokepuffs over something like Puzzle of time or that new Special Energy Recovery. Target whistle is more efficient and that only saw limited play in certain variants of NM.
Looking at your opponents hand could be good through, especially if you are running heavy N counts and delinquent, so maybe as a one off or two off in decks that don't mind a lack of consistency.

Maybe if there is a deck that relies on bouncing a basic card (the new Hawlucha springs to mind) then this could be a good counter for it. But I hesitate to think of anything this card would work well against in current format, and anything it can counter has better counters already I suppose. (Why pokepuff a shaymin on turn one when you could hex maniac and shut down their hoopas and anything else they might use)
