The theory is relatively simple. Just keep 3 (4 for the new EX's) and a constant stream of plasma energy for a Lugia-EX. Ideally you can take the game in 2-3 swings with the Lugia. The Reshiram in there is for virizion/genesect and the Palkia-EX is for RayBoar, since it can get the bonus from Deoxys and a muscle band, OHKO and move to the bench with it's attack. The Sigilyph is a good card (I think) for most meta decks.

I'm not sure I did the trainers correctly/need to change some. I also don't know if I want to throw down 4 deoxys asap to start swinging 2-3rd turn? Or wait and try to tech it out?

You currently have only 8 card draw Supporters (2 Cloress, 2 N and 4 PJ) which, IMHO, woefully insufficient. I'd suggest replacing 1 Colress Machine and 1 Team Plasma Ball with 2 more Colress/N. Even if your strategy is to swarm your opponent early game with Lugias, you will still be drawing into Plasma energy and Team Plasma Poké; so, the commitment to 4 CM and TPB slots each is not higher priority to having solid card drawing support. If you were to scan many decks in this Forum, you'll typically see a range of 10-12 card drawing Items/Supporters in most decks.

Also, consider that the top decks (at least in my area) are Blastoise, Darkrai, FairyBox, PlasmaBox, RayBoar and VirGen, most likely those players run about 2 Tool Scrappers; so, I'd suggest you consider adding 1 more. The suggested target to replace: Sigilyph - most experienced players have incorporated several ways to counter a "temporary damage relieving" Sigilyph.
