Ruling Unlimited: Leafeon Rising Rivals and Frozen City

Leafeon's Poke-body states that when it's your active Pokemon, when you attach an energy to one of your Pokemon to remove 2 damage counters. My question is, if the Pokemon you are attaching to has no damage counters on it, do you take the 2 damage and then heal it off, or do you heal nothing and end up with 2 damage counters after? Thanks

It triggers at the same time. The player attaching the energy chooses which to apply first. Most cases you will want to do the damage first before the healing. The exception would be if your Pokémon only had 10 or 20 HP left, then you will usually want to do the healing first.
