My son is using a Garchomp/Altaria deck and he had 2 Altaria from Dragon's Exalted on his bench and a Garchomp as his active Pokemon. Can he use Altarias Fight Song ability twice to add 40 damage to the active Pokemon's attack being that he has 2 Altarias on the bench?

Yes. Altaria's fight song stacks. If he can get 4 Altarias into play, he can add 80 to his active dragon type pokemon's attacks
