strategy: start with cleffa until you get a good hand, ste up vileplume and vanilluxe. get victini on the bench. use double freeze with a 93% chance paralysis. get hydreigon set up while vanilluxe is attacking. once vanilluxe dies use hydreigon to attack, once hydreigon dies use vanilluxe etc.
 
I don't think Hydreigon fits in too well with the rest of the deck, considering the real goal is to lock for the entire game. You want to focus on setting up lots of Vanilluxe (as well as Vileplume), so Hydreigon throws off the true goal. Cryogonal isn't needed when you have Vanilluxe, who counters Donphan already, so it would be easier if you just focused on Vanilluxe.

You're going to want to add another Communication, because Vileplume can't rely on Supporters alone to set itself up. Sage's works okay in this deck, but Cheren might be a bit more favorable for a Trainer Lock deck, considering there isn't any way to get cards back (besides FSL), so Cheren is definitely a better choice. You may want to consider another PONT for re-filling a useless hand, and another Vanillite and Oddish should be used because of Pokemon Catcher.

Hope these changes help. One more thing; you may want to consider dropping 2 Water energy for another Fliptini and a Seeker, but that's just me.
 
I may run a 1-1-1 hydreigon just for getting the extra Ko's on babies and it helps with other fliptini decks, I dont have the extra collector but I can do the other changes
