You know what's funny, nobody ever questioned why certain pokemon like geodude and gastly can fly or at least defy gravity... they just accepted it, and I think we should do that with Victini. Pokemon aren't bound to the constraints of aerodynamics or any other branch of science. That allows them to do stuff without needing a logical explanation on how they are able to do it. It doesn't have to "make sense" or "look correct". If it flies, it flies, period. There doesn't always have to be a reason behind it.
I agree with Xie. Some pokemon defy what we conceive to be laws of physics in our world. I think that if we go into how to and techno jargon for the world of pokemon it would lose its appeal, that is just my opinion. But If we want to get techno, I say its part wings part psychic abilities.

Well Gastly is almost all a gas that is lighter then air, same as its evolved forms.

Cant we just agree that this is pokemon, and it is a little mouse that can fly. It a legendary, it defys the laws of everything that exists, makeing matter from nothing. But it is sooo cute. Im glad it flies. Those wings must have some magical powers.

Why is this even a thread? Yes, he can glide/levitate/fly/whatever makes you happy. It's been speculated that he may get a new part-flying form later on, so who knows.
