Every time I see Victory Medal, I giggle a little inside. This review will be a bit shorter, since there isn't too much to cover.
The main problem with Victory Medal is that it requires two solid coin flips in order to be viable. When you take a look at it's first effect, 1 Draw for 1 Heads flip, it can be terribly underwhelming. There are so many trainer cards that could have taken it's place -
PlusPower for an extra knock out,
Pokemon Catcher for disruption / knock out,
Lost Remover to get rid of the high-use Special Energies. The list goes on and on, so long that I'd get tired writing up all the different trainers!
It's second effect, however, raises an eyebrow. If this card allowed you to search out for any one card without a coin flip, it would be ludicrous, especially with the fact that most decks utilize four
Junk Arms. That, on top of the card only being available to a limited amount of players, would most definitely lead it to being banned from competitive play. At least, in my opinion! Instead, you have a 25% chance of getting one specific card that you need, making this virtually unplayable. It could see some play if the effects were more along the lines of, "Flip 2 coins. If one of them is heads, draw a card. If both are heads, search your deck for any 1 card, put it into your hand, and shuffle your deck afterwards. Then draw 2 cards." Even then, this card would be too risky to run!
That's about all I have for it! The effects are just too flippy, and generally not worth the risk when there are so many other powerful trainers and supporters out there right now. It's a good thing though, I wouldn't want an
extremely limited card to have such a huge impact on the metagame that it allowed a
certain deck to shoot to Tier 1, if you had the hundreds of dollars to dish out.
