The entire idea of this deck is to get at least 2 to 3 charjabugs out on your first turn. After that get one non gx vikavolt out and one gx vikavolt out next turn this means you're doing his second attack or his gx attack turn 2. So it's not the best deck but it's still really fun!
Of course i would play a tapu lele in this deck but i don't have one.

do you mean that it's illegal to play that many vikavolt because I'm pretty sure the ruling is that vikavolt gx and the regular vikavolt are different cards. Therefore you could theoretically run four of each card.

This is correct. The name of Vikavolt GX and Vikavolt are different, similar to how EXs work.
