I doubt they are the same person, but here are some possibilities I have collected/thought up myself.
1. Your rival becomes mad with power and eventually becomes the villain.
2. Your rival was formerly part of his team.
3. Your rival is related to the villain somehow, but rejects his beliefs.
4. The villain has the ability to morph into other characters (Zoroark much?) and sees you as a threat so he morphs into your rival.
