Not if the line is grass type. It goes Vivillon then Capsakid so yeah. And if the entire line is here as colorless Arboliva can’t be ex anymore

Why does it matter? Even the worst or least popular Pokemon still deserve love.
My favorite Pokémon are Lapras and... well... I'll give you three guesses, but there are many Pokémon I like, and Vivillon is on that list. Asking how many people regard a certain Pokémon is misleading when you consider many people probably have a top 50 or more Pokémon that they're more fond of than the rest.

For example, Silcoon got 0 votes out of 52,000 people naming their favorite Pokémon, but I love its shiny. Cascoon's shiny is also one I enjoy... the sentient watermelon makes for a great contrast to Silcoon's soft golden sheen.
I'll give you a hint: according to the results of that survey (https://docs.google.com/spreadsheet...1YwXJZ_ylRvg/edit?gid=557303698#gid=557303698), meaning it tied with 14 other Pokémon for the rank of 556th most popular Pokémon. That's the hard statistics for how many people said it was their favorite. Now ask for three people who enjoyed collecting different Vivillon patterns in the games or what Vivillon pattern they most want to see printed. You will get far more engagement.
At the moment, Lanturn and Yanmega are cards I'd love to see receive any sort of full art treatment (They both received Primes, so they have an "Ultra Rare" on record, but they still don't have that kind of card, though Lanturn cameos in the Lumineon V Galarian Gallery card), while Aegislash is the shiny I most want to see featured on a card. I'm sure I'll think of others, though.
Nobody pointed out yet that this is a completely new pattern for Vivillon in the TCG since its very first appeareance. At that time it got different patterns based of different areas of the world it was distributed in, and some of them (like the infamous russian White one) are among the rarest cards ever.
This could be cool with the Adaptive Evolution Scatterbug. You could have a full bench of evolutions T1 going second

I'm a big fan of vivillon, probably my favourite butterfly type Pokémon. I'm assuming close to all Pokémon will get an art rare or ex in this gen, from how they are doing Pokémon which haven't been featured for ages or trainers who haven't been featured at all. Swampert will get an ex or art rare at some point.
With the super speed evo Scatterbug and Spawpa from SV base(?) you could get basically your entire board set up really well by on turn 2, just need to find it all.
Oh yeah, Swampert will for sure get something! Especially if/when they (re)introduce Megas with ZA
Everyday I wake up and think about how sceptile and blaziken got cool art ( M EX full art and Vmax Alt art) and swampert got nothing. RIPWho many millenals ago

This is, by far, probably the most beautiful Art Rare I've ever seen. So realistic, with all those colors...oh my goodness! The regular art is also really cute! 
I love this bizarre flavor of gatekeeping. You can't just like or love a pokemon, it has to be your favorite in order to validate your feelings about it.
Spewpa is my absolute favorite bug type. A new Vivillon art rare means that there's not only going to be a new Spewpa card, but also a pretty art card I can evolve my Spewpas into. I am happy to see this card despite Vivillon not being my favorite pokemon.

Same Spewpa is just so awesome. That and Swadloon, obviously giving similar vibes, absolute favorite bug types for me
Go second, Arven grab Super Carrier and Sealing Stone, get all of your bench + a V pokemon (Preferably Grass), sealing stone on the V and find the missing piece for the turn 1 Adaptation Evolution chain.
