I personally think the problem with a lot of Volcanion EX/Turtonator GX decks is that they run 4 Volcanion EX and 3 Turtonator GX. This deck does not work like that. You have to run 3 or Volcanion EX, and 1 or 2 Turtonator. I would up the baby Volcanion to 4 because that will be your energy acceleration mid and late game. I think this decks runs best with Turtonator being your main attacker, and Volcanion being there for the Steam Up ability. You can run 4 Turtonator GX and 3 Volcanion EX, but Volcanion nor baby Volcanion can be the main attacker. In that deck your goal is to Kiawe onto Turtonator turn 1. Even if you don't decide to change your whole attacking setup you need to run Tapu Lele GX in this deck. Every deck in the new meta except Greninja Break runs Tapu Lele GX including Volcanion. Tapu Lele GX is too good a card not to run. It is a bit pricey though, so if you don't have it, and aren't willing to put down the money then yea you can't run it. If you are willing to invest in it though definitely include 2 in your deck.
