I'd add in a few extra Volcanion's, as I believe that's the card you want to start with.
 
2 Super rods seems like alot.

The extra ninja boy and pokemon ranger seems like wasted space as well. It's not something you need to play every game. Especially with 4 vs seekers.

Idk if 3 letters is required either. If you were playing scorched earth, it might be a different story.

I know 4 Puzzle of Time seems like a great thing. But what cards do you really need from the discard? Supporters and energy get recycled already. Pokemon have the 1 Super rod. You have no special energy or really powerful 1 ofs. It seems like cards that will just end up cloging ur hand early on.

I think that's like 8 cards.

Nice deck. Consider these modifications:

- 1 Flareon-EX (two suffice since it is not the main attacker)
- 1 Hoopa-EX (one is more than sufficient)
+ 2 Volcanion (he is the ideal starter)

- 1 Hex Maniac (Which abilities do you want to turn off?)
- 3 Professor's Letter (not needed in this deck)
- 1 Super Rod (one is sufficient)
- 4 Puzzle of Time (What do you want to retrieve from the discard that cannot be retrieved by more reliable means?)
- 2 Skyla (not needed that bad)
- 2 Sky Field (Scorched Earth is better here)
- 1 Pokémon Ranger (one is sufficient)

+ 1 Professor Sycamore (stable four in most decks since he is the best draw supporter in the game)
+ 2 Fighting Fury Belt (works real well in this deck)
+ 2 Float Stone (nice addition to the deck)
+ 2 Energy Retrieval (Volcanion Ex needs it)
+ 1 Fisherman (great in this deck)
+ 1 Escape Rope (nice switch card)
+ 3 Scorched Earth (draw stadium since you have Ninja Boy to turn Hoopa and Shaymin into useful attackers)
+ 2 Fire Energy (you will need twelve basic fire energies in this deck even with the three energy retrieval cards)

I have kept Sky Field because I have found it more useful when battling than Scorched Earth and I have kept Professors' Letter because it helps out with drawing energy to power up my Pokémon when using Volcanion EX. Thank you for all your advise. Anymore improvements would be please say bellow.
