I used to do a deck like this, though I should probably have just stuck with it since every other deck I've been making is just an utter embarrassment on this site.

Take out Simipours. Either put in a Lanturn Prime line or a Jellicent NV line. Lanturn Prime can turn into a water type as it's ability thus water energy-ing it up with Feraligatr. It's attack also does more for EVERY energy attached to your benched pokemon. Yeah it's very nice. Jellicent isn't as great, but it works alright. Powers up more with each water energy attached and it's ability makes the opponent confused if it attacks you.
..Which Starmie? Please put the set in which they are from next to the cards please. >>;;
 
I like the BW simipours since it can burn the opponent. extra damage for low cost.


The HeartGold SoulSiver starmie would be good too
 
First, your energy count is too high, you should cut about 5 or 6.
Simipour is a horrid attacker!!!!

I don't really like how everything is like a 2-2-2 line or 2-2 line. The important ones like samurott and feraligater should be like 3-1-3 to be safe IMO. Starmie and staryu and simipour and pan pour aren't that great either. Too many water energies IMO. Mewtwo would be great in this deck too. Try using some cilan too in the place of IQ since their are no special energies and Cilan is more consistent.
 
^Feraligatr doesn't give energy to anything but {W} types, so mewtwo would just be a common tech. But yes, feraligatr and samurott shoild be 3-1-3 or 4-1-3 though feraligatr could be 3-1-2 unless you attack with it.
 
Well, mew two uses colorless on its first attack and I guess that is what it will mainly be used for.
 
Mewtwo would be a tech in here, as it is in almost every other non accelerating deck. But yeah, I haven't seen 1 person use Psycho Drive since Mewtwo came out.
 
Woa. Woa. Woa. 20 Water Energies? That is way too much. I'd suggest taking it down to 14 water energies at maximum. The reason I say this is because that many energies isn't needed one bit, plus it heavily subtracts your consistency level. Also, you play 20 energies! That's a ton! Heck, 14 energies is a lot! Maybe you should take out Cilan, and just stick with the Interviewers' Questions because of this (Heck, personally, I'd rely on hand refreshers such as Professor Oak's New Theory and N to help me get my energies)? I also should note that the Simipours and Panpours are NOT needed for the strategy that you are trying for in this deck, and perhaps you should play Mewtwo-EX instead (which would help a TON, especially to counter opposing Mewtwos). They also abuse the constant energy attaching.

Also, the 2-2-2 lines that you play in this deck are too thin, especially for the Feraligatr line, which is what your deck focuses most on. By taking out some of the unnessary Pokemon in this deck, it would be a wise idea to bump up the lines a bit. Also, I should note that Blastoise from Unleashed does a much better job at attacking than Samurott does. If I were you, I'd change this deck to a Blastgatr focus (but still constant attaching of energies, as I see you like). One thing that Blastoise can do excellently is against The Truth, it can one-shot a benched Reuniclus by quickly sniping it down. It can also two-shot any Vileplumes that your opponent has benched, and it pretty much acts as a free Pokemon Catcher (that is not used to stall, that is). From the fact that Blastoise can 2-shot ANY EX that is in play, it more or less is going to see plenty of play eventually (plus the fact that Mewtwo-EX does everything Samurott does, except better).

I can also see that you are missing many staples such as Pokemon Collector, Rare Candy, and the 4 Pokemon Communications that you should be playing (2 is not enough). If I could take out some unnessary Pokemon and add these, your deck would be much faster and more consistent.

From everything I said above, here are the changes that I would reccomend for your deck:

-2 Samurott (Mewtwo-EX is a much better version of this)
-2 Dewott (Because of Samurott)
-2 Oshawott (Because of Samurott)

+3 Squirtle UL (For the Blastoise)
+2 Wartortle UL (For the Blastoise)
+3 Blastoise UL (To cover your weaknesses)
+3 Mewtwo-EX (A better and quicker version of Samurott. It can also counter other Mewtwos)
+2 Pokemon Collector (4 is always a staple to get out basics quickly)
+2 Pokemon Communication (For consistency, especially in combination with Rare Candy)
+4 Rare Candy (To get your evolutions out very fast)
+2 Totodile (Consistency, and as a just in case because of Pokemon Catchers)

+1 Kyurem-EX (Quick attacker in combination with Feraligatr, and gets rid of DCE)
+1 Super Rod (To get back your Water Energies from past attackers)
+2 Professor Oak's New Theory (So you can get a better hand when you need it, while getting more energies at the same time)
+2 Twins (Just in case one of your basics gets KO'd early game, which can happen a lot with this deck - trust me)
+3 N (Disruption + Hand Refreshment? Yes, please!)​

I'd be careful with water, since electric is so popular, but a blastGatr deck really is a good idea over samurott. I would say using mantine is nice, gets you that single water pokemon that you need for your turn.
