I think this setup will be alot more consistent for you. since floatazel GL X saves your energy, so it should be fine running 8 water. 4 DCE is really a must, maybe 3, but 4 would be best so u can get it faster. 2 crobat G's in case one is prized. same reason why I didn't suggest 1 rare candy. also I removed one wartortle because if you've got rare candy, wartortle becomes a dead draw. I've even seen 3-1-3 lines work because of rare candy. sadly it can't be searched out like a wartortle can, but Uxie and PONT make the ability to find it pretty high. thinned out the collector line since you'll end up drawing 9 basics if you use all three, they only need to KO 6, so that's a bust. also, you'll be out of bench space, and with Lostgar decks being popular (it seems so, wont find out till states) having pokemon that you can't bench in your hand is a very bad idea.
more poke turns means more crobat drops. I would also recommend less sableye but I'm sure you have 4 just to better the odds of it being your starter. 2 Q's so you can attach it to another pokemon as well, lower retreat is ALWAYS a good thing. (although a 1-1 dodrio line might help more, but once again, bench space)
I hope this helps
