say you have a normal type and have all fire energy's on it, if the defending pokemon is a grass type with fire as a weakness, will the normals attack be super effective?

No, you look at the Type for the Weakness, not the Energies. The Colorless Pokemon's attacks would do normal damage against the Grass Pokemon.

Yes, it's the type of the Pokémon. So the only time you would count fire weakness is if the attacking Pokémon is a fire type, no matter what energy is on it.
