Actually two types of Sceptile EX, one grass and the other dragon, makes a certain amount of sense. Except for Arceus and Tyrunt we now have (or will have in the case of Tyrantrum via the EX box later this year) every Pokémon with a dragon typing, bar the unrevealed at all Mega Ampharos, has been done at least once. Also, having two of those (either Sceptile or Ampharos actually) make as much sense as two megas for Rayquaza and we got that.
Yes, Japan will get Togekiss EX and Emboar EX in a separate deck. Now it's highly unlikely that we'll get these two EX's the same way. Refer to the Diagla EX and Aegislash EX that were placed into Phantom Forces from Japan's Hyper Metal Deck, as well as the Combustion Wing Charizard EX and the M. Charizard (Y) EX that we got in Flashfire because of that deck Japan got with their release. It's true though that we don't really know if the 11 EX thing is simply for Bandit Ring or if it applies to Ancient Origins too. Refer to this announcement

I think it's likely M. Ampharos is electric myself. In theory everything is represented except fire, dragon, steel and fairy if they choose to go that route of which we can't prove. I would also like to point out that we don't know the types of either Emboar EX or Togekiss EX. While I would say they are likely fire and fairy, they could be fighting and colorless (flying) respectively as well.
Of course none of that really gives us a clue on what the 11th Bandit Ring EX will be. It could be almost anything. I would kind of hope for a Suicune EX, even though we might already have one EX water type already. If not, perhaps Wigglytuff or Clefable EX...
