What happens?
 
I do not have a definitive answer for this, but knowing what I do, I would wager that Full Flame takes precedence, and thus you place 4 damage counters when the burn check fails.

Full Flame is not banned. It's just out of format. It can still be used in Unlimited games...

@ WindScar: All the editions before EX Holon Phantoms are out of format, which means you cannot use it in any modified tournament. You can only use those cards in Unlimited tournament...
 
Taking from a previous ruling with Fiery Aura (Rapidash FRLG) Full Flame will place 4 damage counters, instead of 2 (3 in Magmortars case)
