Manectric-EX and/or M Manectric-EX are probably a sound choice then; you can back them with a variety of options.

Maybe Pikachu EX with magnezone for standard.

IMO, Manectric EX and M Manectric EX are outstanding Lightning Pokémon for Expanded format play (both rotated out just before this season started).
