What is the "best" set?

I'm planning on buying quite a few packs today at WalMart, maybe like 10?

By "best", I mean value-wise and something that I can easily build a deck out of. So I would say some good Trainers or some Special Energy cards as well.

Also, does anyone know where I can get the last Neo set?
I really want the Shining Pokemon, I just have Shining Mewtwo..

And I've mentioned this a few times as well on these forums, but is there a link in which I can see all the competitive and tournament rules?
Or what happens to some old cards? (Like is 'old' Bill a supporter now as well?) (Where the heck is my Gust of Wind?)
Any bans or restrictions?
 
The basic tournament rule is that you can only use sets from Diamond/Pearl and on. This means that your old Bill and Gust of Wind are not legal for tournament play, since they are from the Base Set.
Right now, if I would have to buy one set, I'd go for either Platinum or Platinum:Rising Rivals. Platinum because it has the whole SP engine in it, Rising Rivals because it has Luxray GL X and Flygon X, two of the best decks around, among some other good cards.
HG/SS also has a bunch of decent trainers and Pokes if you're just starting and would be the "wisest" to buy, since it's from the next era.
 
You can use Bill again, provided you have an HGSS copy available as reference. There's a thread in "Fix My Deck" for use in determining what carries into Modified from older sets for tournament use.

As far as Value, I like HGSS for its trade value. In 10 packs you can probably pick up a couple Primes in it which are great for trading for what you need. If you're looking for a deck, Rising Rivals is good if you can find it.
 
Platinum definitely.
Has the best overall pulls.

Most people will say rising rivals because of lux x or flygon x, but x's are 2-3 per BOX, which averages 1 per ~15 packs. Assuming these odds are guaranteed, there are NINE lv x's in rising rivals. So are you willing to buy 15 packs HOPING you can pull 1 of 2 of the valuable x's in it? I wouldn't.

Platinum or Platinum Rising Rivals
Other good sets include Platinum Arceus(only cuz of spiritomb, e-belt and gengar line)
Diamond&Pearl Legends Awakened, Diamond&Pearl Great Encounters and last but not least Stormfront. Also LA and GE I WOULDN'T reccommend as the staples you want are easily obtainable through league. SF is good because of Gengar and Machamp and some would say T-Tar and Dusknoir.
 
Of all the modified sets
HGSS: Good ultra rare ratio with primes and a bunch of good trainers like collector and communication

Arceus: Gengar X, Spiritomb, and Expert Belt are the best ones you can pull. Spiritombs are extremely popular and do well in decks and are great for trade value.

Supreme Victors: Only good cards are Garchomp C X and Blaziken FB X. Garchomp C you can get in a tin so don't get this.

Rising Rivals: Lux X and Flygon X are the main reasons you would want to buy this, but crm103top08 said x's are really rare in Rising rivals.

Platinum: Great trainers are in this set if you want to build a sp deck. It also has good lv. X's, half of them are good and competitive. Plus there's Crobat G and Brongzong G which are both really good Pokemon in SP decks.

Stormfront: Has great stage 2 lines with Machamp and Gengar, plus it has the popular trainer Pokedrawer +

Legends Awakened: Has Azelf, Uxie, and Mespirit and their X's. Uxie is the one you'll probably want though there's also Mewtwo X but you can get him in a tin, other than that not much in the set besides Kingdra and maybe Gliscor Lv X.

Majestic Dawn: Really only has Mewtwo which is good for the LA Mewtwo X, there's also Call Energy which is good in almost every deck. Then there is Leafeon Lv. X which for some reason is still valued high.

Great Encounters: This would have been one of the most valued sets if this was still August, but now with Claydo as a league promo, only Rare Candy is good in this set. Premier Ball was reprinted in stormfront and Moonlight is OK.

Secret Wonders: Weavile is Ok, Roseanne's is a league promo and pluspower was reprinted in Platinum. Gardevoir it's X and Gallade are the best things you can get in this set.

Mysterious Treasures: Really the only thing good here is Time-Space Distortion and that has the rarity of a Lv. X.

Diamond &Pearl: Warp Point and Dusknoir are the best cards you'll get here.

Overall I'd say get Stormfront for a Stage 2 deck or maybe even a Gyarados if you can pull the right cards. For an SP deck you should get Platinum, then trade the other cards away to make your deck. For example you could pull a Lv. X 2 Gyarados and 3 Sableye. Then trade the X for some Poketurns, Crobat G, and the Gyarados and Sableye. (If you buy SF). Keep in mind though that Stormfront most likely will be illegal after August.
 
Platinum or Rising rivals, definately. RR and Pt are gonna' be good for next rotation, and they have some good stuff too.

Don't buy Arceus, unless you need cursegar/expert belt. It's kinda' useless.

He said he was going today, so Unleashed wouldn't be possible right now. Just sayin'. I'm with everyone else in that platinum and rising rivals or HGSS if you need to trade with people.

We don't know for sure if DP-SF will be illegal. A lot of people think they'll be rotated out of the modified set this year, though.
 
Is Reviving Legends the same as SS/HG Unleashed or is that something completely different?
And is Lost Link supposed to come out in the US?

Yeah, the rotation after Worlds will most likely take out the entire Diamond& Pearl block. But the rotation could be Sf-on or maybe RR-on, we won't know until we're near August and they release info. They didn't do a rotation last year in case that helps.

Not exactly. HS Unleashed is supposed to contain some of the Reviving Legends cards, but also the Leafeon/Metagross starter deck. And a whole bunch of others. And as of now, it is unconfirmed if Lost Link will be in the US, but most likely it will be (just at a later date, maybe our Summer or Fall set).

Its a shame that we wont have Lost Link for Worlds. It will be a great set. The Lost Zone is becoming a theme by itself. Just like SP is.
Oh well, on the plus side, then we will have a new theme to begin testing at the start of a new season.

Seriously Arceus??? That set was completely horrible. There are maybe 5 good cards total. Now HG/SS I will agree with.

We just love arguing today dont we? lol

Arceus is good. The opinions of it being good or not is based purely on the fact that SP decks rule the format.

If SP decks didnt exist, then Arceus really would be a beastly set.
Lets see.... Charizard would be much more effective. Same with Salamence, and Luxray.
That Gadget Bolt is beastly.
Kabutops would be good.
Same with Probopass.
Spiritomb is great.
Ebelt is great.

Most of the cards in that set would be good with SP's gone.

So the set is good, just not effective in the format.
 
Only good thing that Arceus brought is the Cursegar concept, which still loses from fast and powerful SP variants. Other than that Arceus is a set full of overhyped cards that nobody in their right mind would ever play. Ebelt also gave birth to the much-hated Shuppet donk decks.

Again, these cards are only bad because of SP decks. When SP decks die, these will be good.

I mean....oh nevermind.
