Help What is the best theme deck?

Garchomp/Lucario first place, Empoleon second choice.
Garchomp Lucario is gonna get a pretty good boost in the next set too,
 
@Eltyr is right on the money. The fact that Mach Strike (Garchomp/Lucario) comes with 2 Cynthia is more than enough to purchase this theme deck. Cynthia is worth about $3.50 right now so you basically get $7 in 2 out of the 60 cards that come with the deck.

Also it's a fairly decent competitive deck for a starting player.
Get one, add a lele and if you don't wanna trade for what you need, get a second identic theme deck to compleye playsets of cards and go play.
