I could imagine these in a simialr manner as the lake guardians, but all Ghost type for example.

Back on the subject of legendaries, though; most gens will have a mix of legendaries with very different themes, so while the "main" ubers this gen could be Norse themed, others will likely be all over the place.
This is a huge stretch, but France actually has, or allegedly has, an obscure legend of a beast called the Lou Carcolh; a gigantic, mountain-sized hybrid between a snake and a snail, with kraken-like tentacles. Yes, France has a legend about killer escargot.
It could be too obscure even for Pokemon, but then again, the monster's name has been used in Final Fantasy for a tentacled slug monster, and it appeared directly (looking awesome) in the U.S. Secret Saturdays, so, the pop culture world is certainly at least a little aware of it.
