The English versions of Espeon and Umbreon were released in the POP 5 promotional series, which ran for a short time. The cards are considerably rare, and go for $80-$100 each depending on the market.

The Japanese versions were sent to those who accumulated enough points in the Pokemon league system in Japan. Bulbapedia explains it best: PLAY Promotional Cards

As far as how many are still around, no one really knows. Most people feel that those WoTC employees forgot about the card, as WoTC constantly produced errors, so the Prerelease Raichu isn't anything special to them if they haven't kept up with Pokemon in the past few years. There have only been 2 confirmed copies.
 
Thats why i say there's maybe 6 raichus...but the price is driven up because there are only TWO confirmed to exist. People want to be able to say 'I have THE rarest card ever!' 2>6 when price is in play.

Sigh... There was a huge (ongoing) debate about this over on another forum.

Pretty much, it was decided that the PreRai and the Illustrator sit at the top of their own realms - realms that cannot be crossed. The PreRai is the the rarest English card, and the Illustrator is the rarest Japanese card.

Sales records show that the Illustrator sells for more than the PreRai on average. However, records show that less PreRai copies have their whereabouts confirmed.
 
ok fair enough one other thing why is that PTC dose not have a world champion apart from the tropical beaches and tidal waves all they are, are stamped you would think they would create a card for each year in either a playset so the champ can use them in there decks or just have limit one per deck rule IMO I think the stamped beaches are lame.

I'm not sure I fully understand what you are asking.

Are you asking why they don't have trophy cards for each winner?
Or are you asking why they don't release new promos for each Worlds tournament?
Please elaborate/re-ask your question.
 
Sorry if confused you every year as far as I know the winner gets a tropical beach card that is stamped like finalist or winner.
Why don't PTC make a special card different from tropical as the world champion card?

Well the winners do get special trophy cards for the position they placed.

First Place Trophy = No. 1 Trainer

No, they are not mine. I wish I had one though :p

Every year, there are 3 divisions that compete in the Worlds tournament. The 1st, 2nd, and 3rd place winners of each division each get a copy of their respective card. This means there are 3 of each card per year.

They were never included in a set. The only way to get them is in POP packs.

And for the japanese ones, the holos are 50,000 point Daisuki club rewards, so there's only a few in existence.

Bagoly14, sadly those two cards (PLAY Flareon/Master's Scroll) are no where near the top tier cards mentioned prior.

English POP Espeon/Umbreon - Pfft, someone please do their homework.

Daelum is correct in saying the World Championship cards are the rarest in terms of copies, apart from the Summer/Winter Neo Battle roads (Ho-Oh/Lugia) illustrations + Elite Four + Female variant Battle Roads #1, 2 and 3. As these are not exactly known how many copies of each exist.

If you want it narrow the rarest card down to copies produced then this one should fit nicely.

The 1997 version has only 2 copies of each #1, 2 and 3 as at the time they only had two age divisions.

I was referring to those cards being above the last few Daelum posted but before his top tier cards.

Ah I didn't make the connection there, sorry. Then yes you are definitely correct.

In my original list, which Daelum used I did have the Snap cards in it. "1999 SNAP Best Photo Contest". These do not appear often/at all and the last one to appear was the Gyarados. There has been a few Koffing's for sale, a Charmander, Pikachu, Articuno, Chansey and Gyarados which I know about. Apparently each one has sold at some point. These cards do earn extremely high prices and rightfully so.

Those SNAP cards are actually very intriguing...is there any documentation or idea of how many were produced? I can't find much...
 
We reckon a complete set of the 10 cards were awarded to each winner as a prize. So there were 10 winners and 10 cards produced making 10 copies of each card. However, it really is just all speculation so there is no real answer. We have not seen anywhere close to that number of cards anyway but it's understandable as these rare prize cards, won't all show up. Not everyone who gets them will sell/trade, I know I wouldn't!
 
Interesting to see some of the actual rare cards.

When I was a kid I thought my Mew promo card was the rarest thing in the world lol
