Either Mt. Silver or Unknown Dungeon. Even then, the Pokemon there don't give enough Exp. Other than that, Red, Elite Four, any Kanto Trainer, or Gym Rematches. Wild Pokemon are almost useless to train against in HG/SS and you'd have a better chance of that in D/P/Pt.

Mt. Silver, Unknown Dungeon are the best places to train, due to the high leveled Pokemon there. Make sure you have those areas accessible.
Another area you can train in is Victory Road.

In terms of EV Training you're probably better off doing it on Platinum instead of HeartGold since it's alot easier.

In Pokemon HG/SS, the Unknown Dungeon got renamed Cerulean Cave. It is north of Cerulean City and you have to have all 16 badges. You go across the bridge then go left into the patch of grass then use surf. Go down then left and go into the cave. There are lvl 40+ wild pokemon there and you can catch Mewtwo.

Johto lacks a good place to train. I would suggest going through Elite Four with Lucky Egg.

OP's training for the E4; they don't have access to Cerulean Cave or Mt. Silver. Or the E4, in a way. >>
Probably the best option in Victory Road. Really, as long as your team is around level 45-ish, you should have no real trouble with the E4. Either that, or trade your team to D/P/Pt for a while if you have any of those, since it's much easier to gain levels in those.

When playing Soul Silver, I trained most of my Pokémon by beating the elite 4 over and over and by going to Mt. Silver or the Victory Road. The latter I recommend for Pokémon with moves that are strong against Rock/Ground types and maybe Flying since you mainly encounter Onix and Graveler and Golbat.
