Well, in Hoen he had Swellow and Sceptile, they weren't that bad. I'd probably say Kanto because that Charizard was Pwnzors. Hoen and Johto tie IMO.
 
Kanto= charzard snorlax, muk, kingler, the funnier pikachu, squirtle squad leader lapras
Johto= not many haracross shiny noctowl???
hoen= sceptile swellow glalie
shinnoh= its coming up it should have staraptor infernape torterra ambipom good stuff

But now Kanto would kick all there butts
 
Kanto: Charizard/Pikachu
Johto: Donphan (I know Phanpy didnt evolve till later on in the series but it still counts)
Hoenn: Sceptile/Glalie/Swellow
Sinnoh: Turtwig/Chimchar

Are you kidding me? Johto was the worst team ever. Hardly any of Ash's pokemon evolved and plus Noctowl sucked. Hoenn was and stillis the best. He had Sceptile, Swellow, and Glalie as well as Corphish which all were powerhouses.
