• When creating a thread in the Deck Garage, make sure that you post one deck per thread, you use the correct prefix, you have the set name/card number next to each card, you give a strategy for non-metagame decks, and give translations for all cards not available in English.

Strategy:

I've played Wailord decks in various forms since Primal Clash released but with the new Whimsicott I wanted to try and base a desk around Wailord and Whimsicott's Windy Mischief - I added Toad and Ray as a quick colourless to do some damage if needed and the Mega to make use of Faded Town to add more bench damage. I've done a fair bit of play testing with it but its been pretty inconsistent - when it works it works very well but when I can't get the draw power it suffers a bit - any advice?

(I've been tempted to add Diving Search Swampert, Archie's AITH and Battle Compressor to engineer pulls better but unsure)
 
You have so much in this deck that is excessive and not needed. The main goal of the deck above all else is to pull off the Wailord Whimsicott combo, so you should focus on that completely and up your draw power.

-3 Faded Town, -2 Paint Roller, -1 Energy Recycler, -2 Wally, -1 Hoopa, -Seismitoad, -2 M-Rayquaza EX

If you need "quick damage" then 2 regular Rayquaza EX's Intensifying Gaze should be more than enough, since you shouldn't be too threatened by non ex Pokemon.

I can't exactly suggest everything since it is your deck, but some powerful cards you should consider including to get you started: Professor Sycamores, VS Seekers, Ultra Balls, another Fairy Garden, AZ, Pokemon Center Lady, Trainer's Mail, Repeat Ball, more Wailords.

Running Shaymin EX could be great, but it would give your opponent something easy to snipe off.

This isn't an exact list, but I hope it helps you as a starting point to make it much more consistent. You have plenty of room since it's a low energy deck and it doesn't need a large amount of Pokemon.
