Who makes the art on boxes or boosters?

Hi everyone,

I was just wondering who makes the art on the boosters, the decks, the boxes, etc. On every card is stated who the artist is, but never on boosters. A few are obviously Ken Sugimori´s, but the others.. anyone has an idea? And does someone know where I can find drawings or sketches of the pokemon in their development stadium? You know, while they were creating them? Thanks in advance!
 
I think Ryo Ueda does some of them, I was bored and looking on my pack, it said that's who it was illustrated by.
