Why DF basic is weak?

About Stage 2 Pokemon with low HP are two examples:

Nidoqueen 100
Typhlosion 100

Also, if you look closely you'll see that some pokemon doesn't have weaknesses (Dratini D), and ther higher HP counterparts do.
 
Yes, well even in decks with delta evolutions, usually I run the non-delta basics, so that super effective attacks don't OHKO me turn one or turn 2. Something I guess there's no option though.
 
Maybe the basics are weaker because the evolutions are much stronger. That's the only reason I can see.
