that's exactly what happened to Greninja. Also DeciduPlume is basically non-existent in Japan due to Garb, in Japan the only decks that top-cut are Garb and Alolan Ninetales

Different format different players what happens in japan gives no info on how things will be here in the states

Um... Ninetales and Greninja KILL Garb, as they have Vulpix and Frogadier respectively, also Greninja can snipe Garb with 2 Shurikens
