Strategy:

Firstly, need to tell that this is a budget deck, to play for fun, so there is almost no expensive cards (cofcofshaymincofcof).
This deck relies on Winona to setup Unfezant (Δ Evolution, evolve from Tranquill on first turn), so Miltank can hit 80 with one energy. With one Pidove on field, one Winona can search everything else: Tranquill, Unfezant and Miltank. Pretty simple. Oh, and Unfezant don't have retreat cost.
Second attacker is Lugia EX, simply because can be searched by Winona and uses colorless energies.
I use 4 Winona to maximize my chances to get her, but I can't find the balance between other draw supports. Don't know if it's better to use Tierno too. I don't use Ultra Balls because anything can be searched by Winona.
To give a little damage boost, I use 2 Muscle Bands and 2 Fighting Fury Belts. Each one helps at different occasions.
I use Fairy Energy to use Fairy Garden. Free retreat to Miltank and Lugia, and can discard the opponent's stadium.

The main problem of this deck is a dead hand. If I start with Lugia, or can't get Miltank hitting on second turn, I pretty much lose the match. I need to start hitting EX Pokémon and such quickly, because Miltank don't have that much damage output. Don't know if it's better to get more draw support or use some disrupt cards (Team Flare Grunt, Hammers) to give me one turn or two.

Edit: Tried using a 2-2 Octillery line, plus Level Ball to get them. It helps to get Pidove too. It's a little faster, but the inclusion of an Enhanced Hammer helped a lot too. Maybe disrupt is a good way too?

You need more Sycamore. 4 Winona is Way too many. Another tech you may want to consider is Octillery line, so you can draw more sufficiently during your turn.

3 Winona and 3 Sycamore would do?
I tried adding a 2-2 Octillery line, but I need more trainers to draw them, and this occupies a lot of space in the deck. Maybe a 1-1 line would do, but it's very risky.
 
You could even try to use Evosoda and Wally's to help you evolve faster too. I just don't know where you could fit them in. Your Decklist is so full of Necessary cards...

Used my 8 slots to put all the Octillery stuff. Level Ball helps to get them, plus it searches Pidove on first turn, which is pretty good. Enhanced Hammer helped in a lot of different situations, giving one more turn to attack with Miltank. Maybe disrupt is a good way too?
