Alright, first off, hello Pokebeach community, this is my first post and I hope to be here for a long time. And second, this is my decklist for the deck I plan on using at my next tournament (I've only been to two, I'm pretty new to the actual competitive scene). The strategy is to get Golduck out attacking with Double Jets, and Starmie using its Space Beacon ability to return energies back to my hand. As I pick up Max Elixirs, I use them to attach on to the Wishiwashi GX. Manaphy EX is just there for emergencies and such.

Any suggestions to change the deck or strategy is welcome!
 
I myself play golduck / starmie and have looked at your decklist. Wishiwashi is just bad and should be removed, aswell as manaphy. Why? Well manaphy is useless since most of the pokemon you play have very low retreat. (Golduck with free retreat). So switch these four for a 4-4 golduck line. I myself have a good starting strategy. Use psyducks attack and confuse both, then evolve to remove it, and BAM, now only your opponent is confused. Adding this is also better because your constantly trading prizes because of the very low HP.
This bringe us too the next topic. Since you only attack with one energy you dont need Aqua Patch, so switch it for bursting ballon. The low HP also means that max potion is BAD. Switch them to max out your sycamores. Now without wishiwashi, switch FFB for another Lysandre.
You also wont need Trainers mail or Town Map, the deck runs fine without it. But to increase consistency, switch them for a 2-2 Octillery line.(use Wild river remoraid)
And now max elixir. I use 3 professors letter to get energy easily, and it works great. Now for the last max elixir replacement, lillie. In the late game its a dead card, but its never lost me the game, just because i get a dead card. And early game, its pretty good. Its won me games!
Now i play without VS Seeker, mostly because i cant get them, and i do pretty well without. I have never needed to get a supporter from the discard. So switch three for three
Field Blower, cause BKP garb reks this deck. The last one you should switch for another Choice band. (Though i have never used vs Seeker, so you decide. But remember garb decks usually tech in BKP garb, so Field Blower is needed.) btw you should test with, and without VS Seeker.

I've seen this deck on the rise at my local card shop and can definitely confirm it works fairly well. Decks like this are usually best with a main focus.

I know Wishiwashi GX was a major point of your deck, but without the expanded format to help you out with Deluge Blastoise, it's incredibly difficult to get it running. I personally run it with Blastoise + Keldeo EX. I slam 5 energy onto the Wishiwashi and the rest on Keldeo. I keep Wishiwashi out as a stall of sorts until he's about to get knocked out or if I need to nuke a threat immediately. I then move ALL my energy from the GX move to Keldeo and use Rush In to start cleaning up with Keldeo EX. It's an extra step to a classic deck but it works fairly well.

If you're looking to run Wishiwashi GX in standard, I absolutely wouldn't do this without Primarina GX. You want Wishiwashi to sit there as a back up in case something goes wrong and instead of slapping energy on Primarina to boost her first attack, you can use it on Wishiwashi so he's ready to roll and Primarina still benefits from the extra damage, as she does 20x ALL water energy on your field.
 
Well, I've adjusted my deck to your suggestions, and I figured the Wishiwashi took too long to set up, and I really appreciate the help. But now all's left is to name the deck. Any ideas?
