Alright I'm not going to worlds but I still wondered this: Can I use a foreign Tropical Beach in worlds if I am a U.S. Resident? I know some Canadian players will be using French Beaches and would assume U.S. Players can too.

Yes I linked to Ebay because I can't find a Beach scan on Pokebeach.
 
Canadian players can use French Beaches because that is their country of origin. That is considered a local language card.

US players may not use French Beaches.
