Does drive off work like catcher and ninetales? Or do you not get to choose which pokemon becomes active?

No, Drive Off does not work like Catcher or Ninetales, it works like Escape Rope, where your opponent chooses the pokemon to bring out. If it were to work like Catcher, it would be telling you to switch the pokemon, not telling you to have your opponent switch the pokemon.
On a side note, if Swellow worked like a free Ninetales every turn, it would be the most broken card ever printed of all time ._.

Thats what I thought, but thanks for clearing it up. I agree that it would be very broken if it did.
