Ninetales is good idea. I will test it. I put fire energy if i put ninetales.

I would actually keep the 4-4-3 Crobat because it is very important in your deck to be able to get that damage out and fast. I would maybe drop a Shaymin EX instead and with that I think you need more supporter draw support. If you add some more draw support I don't think the 4 VS Seeker will be needed so you should drop one of those to make some more room for draw support. Since in this you would be keeping 4-4-3 Crobat I would drop the level ball count down to two and instead add some cards like one more Ultra Ball or maybe one more Lysandre. 3 Trainer's Maill might a little too much if you have enough supporter draw support or Shaymin EX, so you could drop one of those. I don't think you will ever use two Sacred Ash in a game and it is used only in late game when if it was not already prized you will most likely have it in hand, so you could maybe drop one of the those for others Trainers like AZ or Super Scoop Up. Why Escapr Rop I find Switcha much better choice and I would rather run them. I agree with idea to have Ninetails and use put fire energy in your deck because of it. Here are the changes I would make. Also since your running Ninetails I would like you already suggested drop one Skyfield.

-1 Shaymin EX (You need supporter draw support)
-1 Pokemon Fan Club (you run a 4-4 of almost all your basics you won't have trouble finding them especially with you Ultra Ball)
-1 Sky Field (No need for 4 when you will be putting your opponent in a Stadium lock)
-1 VS Seeker (Run more of the supporters you need and you will be fine plus with the Vilplume that locks items in Ancient Origins you'll need more items)
-2 Level Ball (If you ran less of your Zubat/ Pikachu it would make sense, but for 4 of each there is no need)
-1 Trainer's Mail (In this you will already have enough draw support)
-1 Sacred Ash (Like I said you will never use two in a game and if you do use it most likely late game so you'll be fine with just one)
-1 Escape Rope (Personally worse than Switch)
-4 Basic Energy (Fire Energy will be more useful because of the Ninetails)
+2 Professor Birch's Observations (For more draw support)
+1 Ace Trainer (Good draw support when you losing and need more cards)
+1 Lysandre (Pratically a staple in every deck especially since Toads stops VS Seeker)
+1 Switch (Personally I find it more useful than Escape Rope)
+2-2 Ninetails (Good for keeping your Skyfield in the Stadium spot)
+4 Fire Energy (Since Ninetails is Fire Pokemon you can attack with it last resort)

I tested ninetales and i didnt like it. I think i need fan clubs and all balls. It make my deck consistent. I like Escape Rope more in this deck. I like 2 Sacred Ash, because sometimes i need discard lot of pokes in start and if my opponent discard skyfeild multiple times i get pokes back with sacred ash.
I maybe do these changes. I test more in tommorow

I have played Raichu a lot without Ninetales in PlayTCG.me and its lot better withouy
I only need 3 Skyfiel im game if i play right. Test this list
 
I see Ninetales being much more helpful than the PokeFanclubs and your escape rope. As someone who plays in many sanctioned tournaments, I can assure you that the stadium war is more prominent than ever in today's meta, and since your stadium is your key to victory, keeping it locked is a PRIORITY. you have enough balls to sub for the Pokefanclubs so my adds would be +2 Vulpix PRC and +2 Ninetales PRC. Remove both fan clubs, the escape rope, and drop a Shaymin (bad starter)

By the way, when did you test this deck? You just posted the list this morning, and then a couple hours later you say that you've already finished testing Ninetales.

I agree with the Ninetails line. Since you will have 8 bench Pokes, Ninetails is a great bench sitter.

I would 't get rid of a Shaymin EX because this deck needs, well, a full bench of 8 to start, but also lots of draw support. If one Shaymin EX is prized, you will find yourself with lack of draw support (2 Shaymin isn't enough for this deck if you only run 2 Ultra balls to search for the Shaymins) and maybe a little harder to get the bench of 8. All these draw support cards in this deck will quickly fill up your bench so you won't need Pokemon Fan Clubs. I recommend maxing out the Ultra Balls and taking 1 Level Ball out.

I will test it but i like PFC bevause i can search pokes in item lock
