Will XY8 be the last in XY?

What sets will be rotated out next September?

I think they will rotate 3 sets, XY, Flashfire, and Furious Fists. Taking the sets to the first spirit links.

I too would assume PHF-on. That means we keep Battle Compressor and the other Team Flare Gears too, while consigning Seismitoad safely to the trashcan of Pokehistory.

I could easily so PRC-on, if only because 1) It's the beginning of the Ancient Traits block, so it's a "clean start" for the rotation, and 2) Lysandre and VS Seeker have both been recently reprinted, and they were arguably the only big Trainers from PHF that would could have potentially lost.
