The main strategy of this deck is to overwhelm your opponent. Energy accelerate on Zekrom to Bolt Strike a few times or cover for weakness with Tornadus EX and Mewtwo EX. Revive helps me get back the Basics I need faster.

Of course it's the same deck as last format but with some minor tweaks for the new BW-On format and especially for the upcoming Autumn Battle Roads next month. I've been thinking about taking Raikou EX out for Zekrom EX cause alot of my friends tell me it's really good against Garchomp for a OHKO however it kinda makes my deck run a bit slow.

I've tested Raikou EX recently and I've heard people say that I should run Max Potion with it to help it stay alive after using Volt Bolt which is used to KO their benched Altaria in the Garchomp/Altaria matchup to prevent them from dealing 80 damage with Mach Cut. Which would be better? charge up for Strong Volt with a DCE? Hmmm...

Emolga of course is in here since Dual Ball rotated out it's the Starter of choice in the new format to get Basics out early game with Call for Family plus Free Retreat you can't go wrong with that especially when you don't have to bank on Skyarrow to promote a switch without discarding energy attachments. Other than that If there's any tweaks I need to make for this deck feel free to let me know.
 
Although I am not very experienced in the recent formats (due to a 12 year hiatus from this TCG), I agree with your friends in saying that the Zekrom EX is more useful than the Raikou EX. However, this does not seem to be the consensus opinion in the community. It is a little slower, but it secures the matchup against Gartaria by taking out the big dog, whereas Raikou EX takes out the support. Both are viable options though.

Although I haven't done much testing with a Zekeels deck that had more EXs than not, I'd assume that this deck would have trouble with late game sigilyph as you intend to use the regular Zekroms early. Not entirely sure though.

Finally (and although this may be a minor detail), the 4th tynamo really is vital. They are easy prey with the low HP, and make delicious Catcher food. I'd take out one of the Emolga for it.

So....

-2 Raikou EX (at least to test the Zekrom EX)
-1 Emolga (two is enough, and they are less important than the Tynamo)
+2 Zekrom EX (to test against Gartaria)
+1 Tynamo (for consistancy when running the motor)
 
I've been running Zekeels for a while now, and I've found that Raikou EX is much better than Zekrom EX, and also better in the Garchomp matchup. Yes, Zekrom EX can OHKO garchomp, but what does it need to do that? DCE. You know what Mach Cut discards? DCE. After one mach cut, you big zekky with it's big retreat can't do anything, and is easily KO'd. Raikou EX, on the other hand, can easily make use of 2 things that Zekrom can't: Max Potion and Skyarrow bridge. Max potion allows you to shake off anything without Terrakion in it's name, and makes it horribly difficult for an opposing Garchomp or Darkrai to take you out. Also, with a free retreat with SAB, it's far easier to consistently Volt Bolt than Strong Volt. Plus, it doesn't use special energy. I'd recommend dropping a Tornadus EX for a 4th Tynamo, since having that 3rd Emolga can really help your odds of starting with it. I've found that Tornadus EX is only really useful as a 1-of BW-on, since 100 damage OHKOs no main atacker that isn't named ninetales. and with the prevalence of Emolga, 60 T1 isn't that good for donking any more. Since Terrakion isn't as popular as a tech anymore, pretty much being confined to Mewtwo/Terrakion, you'll almost always be okay with just the 1.

4 Raikou EX is overkill IMO and you don't want to run too many EX's cause that just allows your Opponent to get 2 prizes for every KO. I do agree with running a 4th Tynamo though, however Tornadus EX is too good not to take out due to Terrakion still dominating the format.

Can I still do good with just 2 Raikou EX and make room for Max Potion somehow? What should I take out for 3-4 Max Potion?

4 is def overkill. I'm certain he was arguing against my post. saying to do exactly the opposite. undoing what I suggested. You should test both
 
So what should I take out for Max Potions? I'm thinking Eviolite, Super Rod, and Revive. I'm taking out 1 Emolga for a 4th Tynamo and keeping in just 2 Raikou EX. Plus Raikou's not that hard to get out anyway and Max Potion helps me Dynamotor with my Eels. :)
 
I play an emolga just for free retreat, but it is a nice starter when u start with it. i'd say you need 1or 2
 
Hi, I' ve also been playng eels for a while and I would recommend you to run the raikou instead of the zekrom, cause zekrom takes just too much to build and is a pretty big catcher up for your opponent against any terrakion based; also have you considered the possibility of a garbodor /terrakion match up?

That would be a very nasty match, so I strongly recommend either 2 max potions or 2 scoops (or both would be better) and to drop the zekrom exs

I also agree with the dropping of emolga, it just becomes death in hand if you dont get it turn1 and it also takes the space needed for your eels; high count level/ultraball, run 3 levels, 3 ultras and youve got your eels t2.

Finally to solve your gargomp/altaria prob; have you considered running a rayquaza ex; with 3 fire energy or just prism in total; it also kills fast those garchomps,
even though you have the same weakness; you have the free retreat + quick charge up and mostly end up winning in trades, and it takes full advantage of your sky arrow while the zekrom ex just blocks you; also it kills mewtwos and terrakions/ ex taking full advantage of the dynamotors + skyarrow in your deck .

P.S. I didnt noticed earlier but try playing the 4 switch cause most players run 4 catchers now; so 4 catcher 4 switches for your eels, and youve got your catchers to snipe or cover
