The whirlpool idea is an unusual concept, and it's quite a good one. I think that having to flip two tails to release it is a bit harsh though. The odds are pretty steep.
Mass wish is just plain mean, specifically the "At the end of your opponent's next turn". Nice card.
I'm not a great fan of the art though, Vaporeon looks too... well, purpley.

I like it, but the HP is a bit too bolded. Did you draw that? Because that's one unusual Illus credit?

Other than the problems you already pointed, Vaporeon and Umbreon looks good. None of the attacks are overpowered (just look Luxray GL X and Garchomp C X and then tell me these are cards are overpowered :/) I like the artwork on them, especially Umbreon's. I think it was interesting how the pink trees were included in the artwork...even though it is a slight distraction from Umbreon itself.
I have a few nitpicks with Delcatty, however. First of all, the artwork looks more like Espeon then Delcatty. Second of all, why is "Delcatty" wearing something that looks like a wedding dress? IMO, the artwork isn't quite right for Delcatty. Its attacks are a tad overpowered (80 for 1, with a Power that adds damage on top of that) but it isn't something we haven't seen before. I'll let the the attacks slide.
However, I like Skitty quite a lot. The artwork easily captures Skitty's carefree and playful nature, which is perfect. I love the concept of the Body...it's good, but not overpowering to the coin flip. Tackle is standard fare, so no comments there. Overall, there isn't anything to complain about on Skitty. Nice job.
All in all, you did a good job with these cards....Delcatty, however, I think still needs new artwork.

Cherry Blossom trees are always distractions. Can't get around it.
I'd argue against the 80 for 1, slightly, as to constantly fuel the attack when a limited deck is just not possible. As for the art, I don't see how people are arguing about the Espeon thing when the mane and the tail clearly resembles Delcatty.

All of these fakes look great. Only thing is again, sorry to beat the dead horse here, but that artwork looks like Espeon. If it weren't for the white thing around it's neck to demonstrate it's a Delcatty I would swear to god it's an Espeon.

Couldn't find an epic shiny Jolteon picture, so I took a epic normal Jolteon picture and edited it. Not very happy with the results, but meh.
