No. Foreign cards are not allowed period.
And even when they were allowed, you still had to bring a ref - saying you know it by heart isn't enough. (It might be true, but a player's word isn't his bond in every instance, you know.)

Sorry to post twice in a row here, but I have a ruling question that I'm sure that you can help with.
If I run a Japanese card in a tournament in an identical sleeve to the rest of my deck, where you can't see the back and I know the translation off by heart, am I allowed to use it?

Glad that you and Guilty have also noticed the whole BW energy problem. I actually made a thread discussing it a week or so ago. All I have is Dark and Grass energy. That's from around 30 packs.
