Number C39: Utopia Ray Victory, the cover card of Judgment of the Light, will not be an Ultra Rare. It will be a Super Rare + Ghost Rare, which makes it the first cover card of a core set since The Duelist Genesis to be available in Ghost Rare, but not Ultra Rare and Ultimate Rare.
