don()shinobi, the second seal shop is the manor of lost souls (Paralogue...14?). Otherwise, you'll have to wait until you clear chapter 17.

Also, the children's stats are determined by those of the parents the minute you enter that paralogue. So, you can level-grind the parents, then pick up the children, and they'll be appropriately stronger.

I...am not sure, actually. I know that one of the paralogue shops sell Second Seals, and only 2 chapters sell those.
I know that the bosses usually drop the items that permanently give +2 to a stat (Secret Book, Speedwings, Talisman, etc etc).
