I didn't find a straight answer but I did look at Royal Decree rulings. Here's what I think would have happened.
Heavy Storm would have destroyed all Spell/Trap, including Limit Reverse, and that means Yubel would have been destroyed since Royal Decree left play as well.
Then you could special summon a Terror Incarnate via Yubel's effect.
