So long as the Chimchar with the item is the one with the good IVs, and so long as you're accurately checking IVs, I'm not sure. Hm.

So long as the other parent doesn't have one as well, yes. If both had an item, one of the stats would be passed down, not both (well, most likely).

I do, but breeding and ingame stuff such as EVs are not my strong suits. I'm afraid you should ask someone else who has more experience on this subject, like bacon or Bippa.

iisnumber12, This is where things get luck-based. You need three things: 31 Sp. A IVs, 31 Speed IVs and Timid Nature, but you've only got 2 parents. What I would do is keep breeding the Staryu with a Ditto with 31 Speed IVs, and then just be patient and keep breeding for a Timid Nature.

Having a Pokemon with Flame Body in your party will make the process less tedious and time-consuming.
