In a lv. x card it say's "Put this card onto your Active Electrivire. Electrivire Lv. X can use any attack, PokePower or Pokebody from it's previous level". So that card doesn't have the pokepower because it's says "can" So in a example if gengar attacks electrivire lv.x with Shadow Room it...
